“Lessons learned from fifty years of theory and practice in government language teaching”
 I love how those for category III languages had to spend a large amount of time in the country in order to achieve the same “goal” or level in the FSI study as those in category I II languages who apparently did not spend time in the country. I wouldn’t recommend those who want to be trilingual to study Arabic, Chinese, Korean, or Japanese unless they really really want to do it.
